One intent. Every party checks the same state.

An AP2-style mandate, aligned with the EMVCo draft framework for agentic payments: register the intent once, reference it by ID. Agent, merchant and issuer-side checkers read the same cumulative budget, the same recurring authority window, and the same hash-chained event log — including post-transaction refunds, adjustments and chargeback notes.

Registering and managing intents is Pro/Team. Verification reads are free and work with a read-only merchant-role key, which can never register or modify an intent.

Scope: intent state only — this service registers, references and retrieves mandate and intent state, and records approvals made inside MandateGuard's policy plane. It never issues agent identity credentials (agent identity lives in Agent Passport) and never publishes agent behaviour or reputation scores. Standalone per-transaction receipt export for arbitrary agent stacks is Agentic Receipts' product.
